A Roadmap for Better Transit
COLTS is developing a Transit Development Plan (TDP), which acts as a clear, practical roadmap for expanding and improving public transportation over the next five years. It thoroughly reviews current bus service performance, collects feedback from riders and residents, and suggests achievable strategies to boost transit reliability, convenience, and connectivity to important destinations.
This planning effort will ensure that COLTS effectively addresses the community’s changing needs, both now and in the future.
What is a Transit Development Plan?
A TDP is a short-term strategic plan usually spanning five years. It assesses system performance, anticipates changing travel needs, and considers community requirements. These insights inform prioritized recommendations for routes, schedules, facilities, and service investments.

Why this Plan Matters?
This is COLTS’ inaugural Transit Development Plan, focusing on travel patterns, rider expectations, and community needs. It offers an opportunity to assess current conditions, adapt to demands, and improve COLTS’ ability to serve the community effectively.

Community Engagement
Thank you to everyone who participated in the initial outreach for the COLTS Transit Development Plan by completing the survey, attending a pop-up event, or sharing feedback. Your insights, experiences, and priorities are guiding the development of recommendations for the future of transit in Lackawanna County. The project team is reviewing all public input and collected data as it develops draft recommendations.
Please check for updates and join us again for the next public outreach, anticipated in January 2027. In that session, we will present the draft service improvements and seek community feedback before finalizing the plan.
Looking Ahead
The TDP gives COLTS a fundable, phased strategy to guide growth—so future improvements are grounded in evidence and community priorities, not guesswork. It’s how a good bus system becomes a great one: by planning intentionally for the riders of today and tomorrow.
